What's the best area to stay in to catch public transit and walk to tourist destinations in Portland? - portland tourist

My husband and I visit Portland without a car and a small budget for our first anniversary / honeymoon. I would like to book a hotel in an area that easy to navigate on foot or by public transport. Any advice for switching to the zoo, museums, gardens, etc.? Eat cheap?
